Defence buyers are procuring autonomy like it's an airframe. It isn't.
Ten-year procurement cycles cannot govern software that retrains monthly. Until contracting reform catches up, allied militaries will keep buying obsolete autonomy at exquisite prices.

There is a moment in every collaborative combat aircraft briefing when the programme office shows the capability roadmap: initial operating capability in 2031, full capability by 2034. Somewhere in the audience, a software engineer winces. The autonomy stack being specified today will be retrained forty times before the airframe carrying it reaches a squadron.
The problem is not that defence ministries misunderstand software. It is that their contracting machinery physically cannot buy it. Requirements are frozen at main-gate approval; autonomy improves by unfreezing them continuously. The result is a structural mismatch that no amount of agile theatre in the programme office resolves.
What reform actually looks like
The fixes are known: separate the airframe contract from the autonomy contract; buy the latter as a continuously delivered service with performance-based acceptance; and fund a government-owned test and evaluation pipeline that can requalify a new model release in weeks rather than years. The UK's recent uncrewed systems strategy gestures at all three. Gesturing is not contracting.
Until a major programme is structured this way from day one, allied air forces will keep taking delivery of yesterday's autonomy on tomorrow's aircraft — and paying exquisite-platform prices for the privilege.
